 Foreign Caregiver Program 


When Canadians and permanent residents are unavailable, families have the option to hire a  foreign caregiver to care for children, seniors or people with medical needs. The caregivers are required to: 


  • provide care on a full-time basis (minimum 30 hours per week)
  • meet the requirements set Employment and Social Development Canada (ESDC)/Service Immigration, Refugees and Citizenship Canada (IRCC)
  • work in the private household where the care is being provided


These in-home caregivers fall under two categories: 


1. Caregivers for children (under 18 years of age) 

2. Caregivers for people with high medical needs (65 years or older, or with disabilities, or terminal illnesses)


Hiring a caregiver who is already in Canada


If you would like to hire a caregiver who is already residing in Canada, you must ensure that they have a work permit and apply for an LMIA (Labour Market Impact Assessment) before hiring the caregiver. Once the LMIA is approved, the work permit will be adjusted as necessary and they can begin their work term with you. Without an LMIA approval, employment of a caregiver is not possible. 


Hiring a caregiver from outside of Canada


If you would like to hire a caregiver which resides outside of Canada, you no longer require an LMIA approval. The caregiver must submit an application form to apply for permanent residency, and if approved, they will be able to be issued a work permit up to 36 months. The caregiver must then work for at least 2 years of full time work, in where the application for permanent residency will be evaluated and approval or rejection will be granted. 


If you want to hire a foreign caregiver, you must: 


provide a full-time job offer for either childcare, elderly care, or high medical needs

Prove that you have income to provide the caregiver with a salary


If you would like to apply as a caregiver, you must: 


Have at least a 1-year post-secondary education credential that is equivalent to at least a 1-year Canadian education credential

Pass the minimum English test score required

Be able to demonstrate that you are able to perform your duties for your job in Canada
